This FOI request refers to the Councils headcount numbers. Can you please advise the following: The exact number of full-time employees (FTE), part-time employees (PTE), full-time equivalent employees (FTEE), full-time contractors (FTC), part-time contractors (PTC) and full-time equivalent contract staff (FTECS) on the following dates: 31 December 2019 31 December 2020 31 December 2021 31 December 2022 31 December 2023 I appreciate that many PCC services are permanently outsourced in various ways and my FoI request does not relate to, and is not asking for details of, staff numbers in outsourced entities. However, I would imagine that there have been, and continue to be, council requirements to engage freelance contractors on an ad-hoc basis to support directly employed permanent staff. As you rightly say below you would not have details of numbers of such persons involved with these engagements and this being the case may I amend my FoI to ask for the annual costs, for the years 2019-23 inclusive, that were paid out for these contract staff requirements. As regards the meaning of part-time this refers simply to permanent staff who work less hours that is the normal working week hours for the occupation / profession in which they are employed. So those teachers working three days each week would be employed on a part-time basis working for 19.5 hours. Similarly for NJC employees, a staff member working for less than the full-time 37 hours I would class as part-time with that number of hours being anything below the full-time number.
