ALN or special educational needs

Under the Freedom of Information Act, I would like to request the following information regarding education for children with additional learning needs (ALN) or special educational needs. Where possible, please kindly include responses on the attached Excel spreadsheet. I am aware of data published by StatsWales. However, the 'Additional Learning and Special Education Needs' data set (https://statswales.gov.wales/Catalogue/Education-and-Skills/Schools-and-Teachers/Schools-Census/Pupil-Level-Annual-School-Census/Special-Educational-Needs), doesn't provide any granular breakdown of the number of children in a special school at the local authority level. Moreover, the data set does not further breakdown special school into school type. The data set also does not distinguish by primary need type, meaning that the number of reports of needs is greater than the number of pupils with SEN. As a result, we would like to request the following breakdown of data: 1. Please could you supply the name, job title, email address and telephone number of the commissioner with responsibility for children's ALN placements. For questions 2 through 8, please supply the following information for the financial years 2020/21 to 2023/24, and where possible, budgeted or projected figures available for 2024/25. Please note that 'all 'Special School' categories' includes state-funded nursery, primary, and secondary special schools, non-maintained special schools, pupil referral units, and independent special schools Please note the category of 'Learning Difficulties' includes Moderate Learning Difficulties (MLD), Severe Learning Difficulties (SLD), and Profound and Multiple Learning Difficulties (PMLD). 2. Please provide the total number of children and young people for whom the authority or a school maintains a statement of SEN, Individual Education Plan (IEP) or Individual Development Plan (IDP) with a primary need of; a. Learning difficulties b. Autistic Spectrum Disorders c. Behavioural, emotional and social difficulties 3. Please provide the total number of children and young people for whom the authority or a school maintains a statement of SEN, IEP or IDP with a with a primary need learning difficulty of; a. Moderate Learning Difficulties (MLD) b. Severe Learning Difficulties (SLD) c. Profound Multiple Learning Difficulties (PMLD) 4. Please provide the total number of children and young people for whom the authority or a school maintains a statement of SEN, IEP or IDP in all 'Special school' categories with a primary need of; a. Learning difficulties b. Autistic Spectrum Disorders c. Behavioural, emotional and social difficulties 5. Please provide the total number of children and young people for whom the authority or a school maintains a statement of SEN, IEP or IDP in a 'Special school: independent special school' only with a primary need of; a. Learning difficulties b. Autistic Spectrum Disorders c. Behavioural, emotional and social difficulties 6. Please provide the Local Authority's total expenditure on ALN placements in 'Special school: independent special schools' 7. Of the total number of children and young people with a statement of SEN, IEP or IDP who are attending all 'Special School' categories, please provide the number that are placed out of area (i.e. outside the LA boundary) with a primary need of; a. Learning difficulties b. Autistic Spectrum Disorders c. Behavioural, emotional and social difficulties 8. Please provide the total number of children and young people for whom the authority or a school maintains a statement of SEN, IEP or IDP in a 'Special school: independent special school' that are in day placements (no boarding component) and 38 or 52-week placements; a.
