Can it be considered that Councillors have been presented with full and complete relevant information to determine the required Council budget decisions and statutory calculations prior to issuing legal CT demands and imposing charges for using council services? Have Councillors been prevented, by omission so far, from considering a significant aspect of the Council's overall financial resources, even if a lot is beyond the control of elected members, who nevertheless have Budget responsibilty?
