Use of Second Homes Council Tax Premium

We are requesting further information regarding the evidence surrounding the use of revenues collected since 2017 to date via the Second Homes Premium. 1. How many affordable properties for sale or rent have the Council Tax Premiums funded to date? 2. With regard to properties identified in 1. above (if any), please provide the primary locations (e.g. St David's, Solva, Tenby etc.) 3. It is understood that the Council is relying on the Premium to free-up next-tier of housing to allow existing Pembrokeshire residents to 'trade-up' and to make available dwellings more suitable for the homeless. (Ref Appendix D (pp 9-10) item 5 of the full Council's meeting, 6th March 2025). Please provide evidence to support this statement and illustrate that this is happening in practice. 4. It is widely understood that pupil numbers are declining in most regions of England and Wales. What evidence does the Council have that the decline in pupil numbers in Pembrokeshire is different from the general trend in England and Wales? 5. In relation to youth services and providing young people with a good start in life, has the Council carried out an analysis on the positive economic (direct/indirect) impacts of second homes on employment opportunities for young people?
