Education Budget Allocations and Grant Distribution
Please provide the following information relating to education funding and financial arrangements within your Local Authority. 1. Funding Allocation For each of the following financial years: * 2023-2024 * 2024-2025 * 2025-2026 * 2026-2027 Please provide: 1. The total amount of RSG (Revenue Support Grant) funding received from the Welsh Government for education, calculated in accordance with the Standard Spending Assessment (SSA). 2. The actual and percentage of this amount (SSA) that the Local Authority (LA) actually delegated to education. 3. The actual and percentage of revenue funding delegated to education by the LA that was distributed directly to schools and received via the total Individual Schools Budget. 4. The actual and percentage of revenue funding delegated to education by the LA that was centrally retained for education services. 2. Grants Please provide a list of all grants received from the Welsh Government for education purposes in the last two financial years. For each grant, specify: * The title of the grant * The total funding amount received * The purpose of the grant as stated by Welsh Government * The total funding amount passed directly to schools * The total funding amount retained by the Local Authority * The rationale or statutory requirement for retention of funding by the LA (if applicable) 3. Service Level Agreements (SLAs) - compulsory buy back Please provide: 1. A list of all services that schools are required to purchase from the Local Authority from their delegated individual school budget (i.e., mandatory buy back services). 2. The percentage of a school's individual budget that must be used for compulsory buy back SLA's. 3. The formulae or calculations used to determine the compulsory buy back charge for each service. 4. The total cost to the LA of each service, together with any rationale or justification for making the buy-back of the SLA compulsory. 4. Funding Formula 1. Please provide a copy of the Local Authority's school funding formula, used to calculate individual schools budget allocations. 2. Confirm when the formula was last reviewed or updated, and by whom (e.g., Schools Forum, Cabinet, financial officers).
