Changes introduced on the junction in Prendergast
This enquiry relates to the recent addition of a roundabout and additional road and footpath changes introduced on the junction in Prendergast, with particular regard to the Fishguard and Cardigan Road junction area. Please provide clarification or responses as required to the following queries; 1) Having consulted with numerous stakeholders affected by these works, I have not identified any individual or business who desired or requested any major change to the previous road layout, can the council therefore provide their reasoning and justification for the undertaking of this major roadwork. 2) How much is the final cost of the project ("all" costs) and how was it funded, 3) if funding was received from the Welsh Assembly, is the new shared-use pathway included within the officially designated council's Active Travel Network Map (ATNM)? 4) Please provide a detailed breakdown of the costs and to whom payments were made, 5) is there a demonstrable confirmation that "no conflict of interest" declarations between council employees, consultants and contracted organisations etc was conducted, 6) please provide copy or publish the independent Road Safety Audit (RSA), (Stages 1, 2, and 3), 7) There is a common belief that these works were undertaken as part of a plan to attempt to justify the previously proposed Prendergast one - way system (by stealth), please confirm that this is or is not the case, 8) If the previously proposed one way system is not going to be progressed please confirm this in your reply. 9) was any alternate road layout change considered such as introducing traffic calming ramps (sleeping policemen) on the approach to the junction / roundabout and the addition of a small traffic island considered and if so why was this not adopted? 10) I was informed by the on-site council representative that the footpath adjacent to the houses on Hall Park will now have a change of use to a shared-use pathway, however he advised that no signage reflecting the change of use is being installed, whilst I acknowledge that double yellow lines include no parking on a footpath and shared-use pathways as well as the actual road surface, the Hall Park side of the Fishguard Road does not have clearly visible double yellow lines over the whole length of the affected highway
