Council Tax Premiums Data on Second Homes and Empty Properties
I make this request with reference to the Second Homes Council Tax Premiums charged at various rates 2017 to date. It should be read in conjunction with Council Tax Premium Consultation 2025 and the Explanatory Note provided by the Council to accompany that Consultation Request 1. Of the second homes exempt from second home premium (845 or 19 % in June 2025- Explanatory Note p. 3)) Please provide (i) the number and percentage for 2023 and 2024 and (ii) the number exempt under class 1 or 2 exceptions (on market for sale or to rent ). 2. Please provide the number of second homes which reverted/converted to council tax as a sole or main residence in 2023, 2024 and 2025 3. Of the chargeable empty properties not paying premium (63% at June 2025) Please provide (i) The number and percentage that have been empty for more than (i) one year and (ii) two years. and (iii) three years (ii) The actual number represented by 63% (or confirm 619) (iii) In respect of that total number please provide the reasons why tax and premium has not been charged or collected in 2024 and 2025, by category and numbers in each category. (iv) The number of properties for which the Council has granted discretionary discount in 2024 and 2025 (Explanatory Note page 6.) (v) Please provide the number of long-term empty properties exempted from premium under class 1 or 2 exceptions (on the market for sale or to rent) prior to becoming long term empty properties. (vi) Please provide the total quantum of debt owed to the Council from chargeable properties not paying premium and not granted discretion as at Jun 2025. (vii) Please provide the policy or criteria, written or otherwise, for the exercise of decisions or discretion in failing to charge tax or premium on chargeable property and (viii) The department or officers responsible for such decisions
