It has been widely noted by residents, and openly discussed by local cafe and bar owners, that a primary driver for widening these pavements is to create more space for outdoor tables, chairs, and al fresco dining. While supporting local business is important, it is entirely unacceptable that this is being done at the expense of disabled parking bays. Removing these essential bays makes it incredibly difficult, and in some cases impossible, for disabled people to park, access local amenities, and use the same streets as everyone else. Legal Obligations Under UK Law Under the Equality Act 2010, Pembrokeshire County Council is legally bound by several duties which this current layout change appears to violate: * The Public Sector Equality Duty (PSED) - Section 149: The Council must exercise its functions with "due regard" to the need to advance equality of opportunity between disabled and non-disabled persons. Crucially, the Act states that meeting the needs of disabled persons involves taking steps to account for their disabilities. Prioritising outdoor seating over accessible parking actively disadvantages disabled individuals. * Anticipatory Duty to make Reasonable Adjustments - Section 20: Service providers and public bodies have an anticipatory duty to ensure disabled people are not put at a "substantial disadvantage" compared to non-disabled people. Stripping away close-proximity parking creates a direct, physical barrier to accessing the village centre. Pembrokeshire County Council Policy I am also aware of the Council's own rules regarding Disabled Persons Parking Places (DPPPs). The Council's stated aim is to provide bays that eligible Blue Badge holders can use to ensure fairness and compliance with national legislation. Removing accessible bays in the heart of Saundersfoot directly contradicts the spirit of your own accessibility policies. Required Actions & Questions Under the Freedom of Information Act and your obligations under the PSED, I request written answers to the following questions: 1. Replacement of Bays: Are all removed disabled parking bays in the village centre being replaced in immediate, equally close proximity on the same flat streets? If so, where exactly are the new dedicated disabled bays located? 2. Equality Impact Assessment (EIA): Was a full, formal Equality Impact Assessment conducted prior to approving the pavement extensions and removing these parking spaces? If so, I request a copy of this assessment. 3. Justification: How does the Council legally justify putting disabled residents and visitors at a substantial disadvantage in order to provide wider pavements for hospitality seating? Disabled people have an equal right to access Saundersfoot.
